You can leave the new toilet flange off stub the new soil pipe up to the floor and then install the new flange after you have finished repairing the floor.
Secure toilet flange to rotted floor.
Screwdriver use a multi bit screwdriver to loosen screws and remove the toilet.
Slide the two closet bolts in their slots and align their caps with the holes.
If you discover minor rot around the toilet flange install a closet flange support under the flange to transfer the weight of the toilet to solid wood.

Screw the toilet flange onto the concrete use tapcon anchors or a similar type of masonry concrete screws to fasten the toilet flange to the concrete slab.
Place the super ring replacement toilet ring over the waste line making sure the mounting bolts are in the same place as the original bolts were one bolt on each side of the flange.
If using a plastic flange ring be careful not to crack the ring by screwing the anchors in too far.
If only the area directly below the flange is rotted you can install a two piece steel closet flange support.
3 remove the two hold down bolts one on either side of the toilet.
